Nine times out of ten, residents of Josephine County in Oregon know calling 911 for help is waste of valuable time.

The county is flat broke, meaning there are only a few deputies manning the 911 phones.

The Oregon House of Representatives is considering legislation that would give the Governor power to tax county residents to raise money for public safety.

They say the state would be over-stepping its bounds by usurping local power.
