Public advocate rips mayor for small business fines that fill city coffers

The city’s public advocate says inspectors have been targeting small business owners in the outer boroughs — and he’s got proof.

Bill de Blasio was in Richmond Hill, Queens, where he publicized the latest findings.

De Blasio is blaming Mayor Bloomberg, accusing him of using the monies generated by fines to fill the city coffers and close the budget gap.

De blasio says people have been fined for stuff like having wax on a fork behind a bar – a fork used for cleaning candles.
