A study completed before Hurricane Sandy hit found that some New Jersey Transit lines sit directly in storm surge areas.

Of course, New Jersey residents learned that the hard way.

The transit agency was apparently urged months ago to make necessary plans to protect the rails, tracks, signals and switches just in case.

$400,000,000 in damages later, the authority says they now know the rails are prone to flooding and changes must be made.
